The slope of the given line is -2 ---> see:  y = -2x - 10

 

So the parallel line has slope -2 and passes through (8,5) --> x=8 and y=5

 

y = Mx + b  with x=8, y=5, m=-2

 

5 = (-2)(8) + b

 

5 = -16 + b

 

b = 21

 

y = -2x + 21
