This is the formula for a Z score which measures standard deviations from the mean. The numbers given say that 12 has a Z score of (12-8.46)/3 or 1.18. This means that 12 is 1.18 standard deviations above the mean, when the mean of the distribution is 8.46 and the standard deviation is 3.
