Just replace every instance of x in the expression with (-2/3).
(-2/3)² - 4(-2/3) - 1 = 4/9 + (8/3) - 1 = 4/9 + 24/9 - 9/9 = 28/9 - 9/9 = 19/9 = 2 1/9
