It does not matter which clue comes first except for the punctuation. If the dependent clause comes first, you must use a comma before the independent clause. (this sentence is an example of the dependent clause used as introductory clause.
another example - While it doesn't necessarily matter which clause comes first, the comma follows the dependent clause....
