What do you mean by 2-3 ?  Do you mean (2,3)? Please edit the problem statement.

If the point is (2,-3), then
 
sinθ = -3/√[22 + (-3)2] = -3/√13 = (-3√13)/13

secθ = 1/cosθ = √[22 + (-3)2) / 2 = (√13)/2

tanθ = -3/2
