You can't fill it halfway because the jugs are unmarked and therefore you don't know what 1/2 is. Here is the answer from a quick Google search:
fill the 8l twice from the 3l jug, you now have 6l in the 8l jug
fill the 3l jug and top off the 8l jug
you now have 1l in the 3l jug
empty the 8l jug
pour the 1l into the 8l jug
add 3l from the 3l jug
you now have 4l in the 8l jug
fill the 3l jug and top off the 8l jug
you now have 1l in the 3l jug
empty the 8l jug
pour the 1l into the 8l jug
add 3l from the 3l jug
you now have 4l in the 8l jug

This seems way easier than my way. Fill the 8L to the top Fill the 3L using the water from the 8L so you're left with 5L in the 8 and 3L in the 3 Empty the 3 Fill the 3 using the 5L that's left in the 8L container, leaving 2L in the 8 and 3L in the 3 Empty the 3 Fill the 2L that's remaining from the 8 into the 3 Fill the 8L to the top, so 8L are in the 8 and 2L is still in the 3 Fill the 3L to the top (it already has 2L in it, so you know that you emptied exactly 1L from the 8) leaving 7L in the 8 Empty the 3 Fill the 3 to the top using the 7L that's in the 8. Since you know you emptied exactly 3L cause the 3L container is now full, and you know there was 7L left in the 8, you're left with 4L in the 8
