A quotient is the result of division
(x - 4) / 7 ≤ 2
or
(x - 4) / 7 ≥ 8
x - 4 ≤ 14
x - 4 ≥ 56 multiply both sides by 7
x ≤ 18
x ≥ 60 add 4 to both sides
