You did not specify what do you need to do. Here may be two types of problems: simplify or factor.
Answer #1 shows you the solution for the first type.
In case of factoring you can factor simplified quadratic trinomial, or you can factor the second set of parentheses as difference of squares a2 - b2 = (a - b)(a+b):
(3x-1) + (3x - 1)(3x + 1)
Then you can factor out (3x - 1)
(3x - 1)(1 + 3x + 1)
(3x -1)(3x + 2)
