ScreenTips in Microsoft Excel worksheets are generally analogous to tooltips used broadly in standard user interface designs for several decades. The prototypical method of triggering their appearance is via a long-duration signal. On devices with a human interface device that allows for control of an on-screen pointer this would take the form of "hovering" the pointer over the trigger area, which involves moving it onto the area and holding it still until the activation threshold duration is reached. Similarly for touchscreen devices, a "long-press" is used in conjunction with an offset position for the ScreenTip/tooltip to appear so it is not obscured by the finger triggering it.
Clicking is the exact opposite of the method of action for these constructs, as it is a short-duration signal by definition.
