You are confused about what are protons (not proteins) as opposed to electrons.
Protons are positively charged, whereas electrons are negatively charged.
The atomic number of Magnesium is 12. It therefore has 12 protons. Such are located in the nucleus with the neutrons. For the atom's charges to be balanced, it must also have 12 electrons. However, as in all atomic activity, because electrons are circulating around the nucleus, some can be lost thereby causing static electricity.
The atomic weight of Magnesium is approximately 24. This means a Magnesium atom with well-balanced weight has 12 protons and 12 neutrons.
