Slope is change-of-y divided by change-of-x...
m=(y-y1)/(x-x1)
m=(-23--31)/(4-5)
Subtracting a negative number is the same as adding a positive number...
m=(-23+31)/(4-5)
m=8/-1
m=-8
Point-slope formula is...
y-y1=m(x-x1)
Let's plug in one point.  How about the first?
(4,-23)
y--23=(-8)(x-4)
y+23=-8x+32
Subtract 23 from both sides...
y+23-23=-8x+32-23
y=-8x+9
Let's plug-in the other value to verify...
(5, -31)
-31=[(-8)(5)]+9
-31=-40+9
-31=-31
