closest C gets to the line is: the point (20/13, -61/13)
which is a distance d = sqr( (5-20/13)^2 + (-2+61/13)^2)= sqr(2025/169 +1225/169)
= sqr(3150)/13 = 5(sqr126)/13= about 4.3173
y =x/5 -3 =-5x +3
x -15 = -25x +15
26x = 40
x = 20/13 y = -100/13+39 = - 61/13
