No it isn't necessary at all. it all depends on the angles. For example, You can have an isosceles right triangle. in that case if the base was 3, the other leg will also be 3 and the hypothenuse would then be 3sqrt(2).

is it necessary for a right angle triangle with a base of 3 to always have sides in the ratio of 3:4:5?
also, if a triangle has a hypotenuse of 4 is it necessary for the other two sides to be 2 and 2(3)^1/2? Like is it necessary that the angles will always be 30:60:90?
