Call the first polynomial I(x) and the second E(x), for imports & exports, respectively.
The difference, I(x) - E(x) is a polynomial representing the difference between imports and exports, i.e. you must simply subtract all the terms of E(x) from their corresponding ('like') terms in I(x), and that's the answer.
Note 'like' terms have the same exponent on the variable.
