I have a question about a practice test!! Why is the correct answer C? I chose B.

C is the correct answer where research data is from two few subjects and the sentence perfectly fits in.

The sentence before C states that some research casts doubt on whether or not radon contributes to cancer. The sentence which needs to be added to the paragraph then adds that this research is flawed because it doesn't have a large enough sample size. If you put it at B, you are referring to the problem with the research before the paragraph even introduces the research itself.
