I have a question about a practice test!! Why is the correct answer A? I chose D.

In the Neolithic period, starting around 10,000 years ago, perhaps the most important economic revolution in human history occurred the commencement of agriculture and the domestication of animals for human consumption, From this point in time, people could start to rely on a more consistent and much increased food supply. As a corollary of this, considerably larger populations could be supported and people could settle in one place without the need to migrate in search of food supplies. Equally important, the surpluses of crops and animals meant that not all the population needed to dedicate their time and energy to farming; some could now learn specialized skills such as crafts or trade. The building of permanent settlements where skills could be developed brought about the conditions necessary for the first growth of towns. But several thousand years elapsed between the beginnings of agriculture and the rise of what we call civilization about 6,000 years ago.

    The highlighted sentence implies that building of permanent settlements created favorable environment for the development of skills necessary for the growth of towns. That is reflected in statement A and therefore, it is correct.
Statement B says that developed skills and towns were found in earliest permanent settlements. This is antagonistic to the highlighted sentence and therefore, it is incorrect.
Skills were developed after early permanent settlements were established. Statement C implies that skills were developed before early permanent settlements were established and therefore,  it is incorrect.
Towns developed after permanent settlements were established and skills were developed; the  highlighted statement does not say that conditions for establishment of permanent settlements and development of skills were present in  towns  as stated in statement D and therefore, it is incorrect too.
