The third deviation covers 4.7% of the remaining data which would be from 12.4 - 15.5 and 27.9 - 31 degrees.
The rest of it falls on the outliers of .3%
So your friend's claim happens on 4.7% of the days, and of those, half are on the lower end of the deviation and half on the higher end, meaning really he is claiming something that happens on 2.35% of days.
It is unlikely he is telling you the truth, especially for two days in a row, but it's possible.
