What does the law of sines say??

 

A/sina = B/sinb = C/sinc

 

Plug in what we have.

 

141/sin10 = B/sin4

 

Cross myltiplying, we get 141sin4 = Bsin10

 

I don't have a calculator with me, but use it to get values for 141sin4 and sin10 and solve algebraically.
