You already know that (-8,4) is on the line.  Since the line is horizontal, its slope is zero.

 

Therefore  y = mx + b = (0)(x) + b = b

 

But be is the y coordinate of the point we already know is on the line, namely 4.

 

The equation of the line is y = 4.
