So, we must find an equation of a line perpendicular to the given line y = 4x - 1. To do this, we must take the reciprocal of the given slope and change it from positive to negative to obtain m = -(1/4). We use the new slope and given point and plug it into the point-slope formula such that
y - y1 = m(x - x1)
y - 5 = -(1/4)(x + 4).........Then we distribute the -(1/4) inside to obtain
y - 5 = -(1/4)x - 1.........Then add 5 to obtain the line perpendicular to y = 4x - 1
y = -(1/4)x + 4
