Let's line up the numbers in columns:

10 has two places: a tens column and a ones column. 9 on the other hand just has the single ones column. To help visualize, I'll add a 0 to the 9's tens column and use a line to break the columns up:

+0|9

What we do now is total up each column starting with the ones and move to the left:
0 + 9 = 9
1 + 0 = 1
So:
1|0
+0|9
--------
+0|9
--------
1|9
Remove the separating line, and it looks like this:

So 10 + 9 = 19
