The key word is "of" which should tell you to multiply

so half of 2/3 is

(1/2) * (2/3) = 2/6 = 1/3

essentially you're right when you say you're dividing by 2 because you're multiplying by 1/2

Try another example:

Remember, "of" means "times"

1/2 x 2/5 = 2/10 = 1/5
