Step 1:  Find the slope of the line thru (-2,-1) and (-1,5). 

             m=(5+1)/(-1+2)=6

 

Step 2:  The new parallel line thru (-2,3) will have the same slope.  Use the point-slope form.

             y-y₁=m(x-x₁)

             y-3=6(x+2)

             y-3=6x+12

                y=6x+15
