If the tire turns 8 complete rotations, the nail is back where it started. That's what "complete rotations" do. Then, the wheel travels an additional half rotation (180 degrees more), which takes it from 90 degrees to 270 degrees (turning counterclockwise, but 'counterclockwise' is getting to be an outdated term, since most people don't even wear watches anymore, they just use their phone's time).
