A Japanese Major Looking to Share Wisdom
In my opinion, it really depends on what is readily available to you. Exposure is what is #1 when it comes to learning languages. Just like a baby learning how to talk for the first time, surrounding yourself in as much Japanese as possible will greatly improve your rate of becoming fluent! Whether that's getting a significant other whose mother tongue is the language you wish to learn or finding active communities near you and actively participating in those groups.
Whatever the case, there is always opportunities that will present themselves if you look hard enough, love or educational :).
