It is a cycle of processes by which water circulates between the earth's oceans, atmosphere, and land, involving precipitation as rain and snow, drainage in streams and rivers, and return to the atmosphere by evaporation and transpiration.

The process that changes water from a liquid to a gas is called evaporation. When water is heated, its molecules gain energy and move faster, eventually breaking free from the liquid state and entering the gaseous state as water vapor. This process can occur at any temperature, but it happens more quickly at higher temperatures. If the process occurs at boiling point, it is referred to as boiling.

Is correct for water to turn into gas... the water must be heated and rise into the atmosphere. Evaporation is the beginning step of cloud formation in the sky. Clouds are a result of condensation of water vapor that originates from evaporation.
