It has to do with the days getting longer and their being increase and more direct sunlight. Ozone is formed by a series of photochemical reactions with atmospheric pollutants. More heat and light means those reactions happen more and faster and you see a build-up of ozone close to the earth's surface.

I guessed that the ozone is trapped in the asphalt and during the summer, the heat causes it to release into the atmosphere.
