Resonance allows a structure to disperse a negative charge (-) more easily, making it more stable with a negative charge. A Basic structure "wants" to gain an H (proton) to lower its negative charge-- it does not "like it".
Hence, a non-resonance structure is more "Basic"- meaning it does not want to hold that negative charge because it is not able to stabilize the electron as well as a resonance structure can.
