Is lone pair not considered in presence of double bond?
Not sure what context "not considered" means in the question.
However, there are lots of examples in organic chemistry that have both double bonds and lone pairs.
The carbonyl group of aldehydes, ketones, and carboxylic acids is a classic example. The oxygen atom is doubly bonded to a carbon, and has 2 lone pairs that are useful for reactions or hydrogen bonding.
