I don't know if it's considered cheating or not. It depends on why the instructor is saying that and exactly what s/he said, as someone once famously said it's the spirit of the law, not the letter that matters. or as Shakespeare wrote "The Law is an Ass." But then there are hyper-legalists ready to give you an F for minor transgressions,if they don't like you. Maybe they're just trying to get you to use the library and get familiar with what it has. So do that much. Libraries are now going on line too, though. Only way to access many is online.
Maybe your instructor is just afraid you may end up using AI, Artificial Intelligence to write the paper for you. Or some websites sell written essays on endless topics.
go online and search for books or articles on the actress
then cite them in your paper, don't cite the online websites
some instructors oddly still don't even like wikipedia, but it has footnotes with articles/books other sources you can cite on most all famous people or topics. To say don't go online sounds like what an instructor would say if they were computer illiterate, and didn't want others to notice, or they lived in a cave, so to speak.

then there's the competition factor. What do you think other students are doing in this same "predicament" on not going online? many might just pick another topic with books readily available in your local library. Or they go online in one way or another. Even have someone else do the online search for them.
maybe check with your French or German language departments where you are or a nearby college, and you'll probably run across some instructor there who's very familiar with Romy Schneider's films and life. Lots of movie buffs out there. Or try the theater department, with aspiring actors/actresses.Bound to be someone there who knows a lot about her. Maybe they'd even have a couple of her films. Some foreign film buffs too, with English subtitles.
You might even watch one or two of her films yourself. Some online. Others available in libraries, increasingly online. include your own personal movie review (reaction) to the movie, as part of your essay

If the instructor does give you an F or downgrade you for cheating, suspends you from school, your defense is also equally hyperl-egalistic, as her instructions were unconstitutionally vague and overbroad and any punishment must be preceded by due process, a fair hearing before an independent objective judge, not the instructor. Well, some version of that sometimes works. or go for selective prosecution, as everyone else in the course likely was "cheating" by going on line. then you point out you did more work on that essay than those who got A's. Also, was the assignment put in writing, or just orally given in class? another defense as you misheard it, improper insufficient notice. Court cases have found that minimal due process under the 14th Amendment, Bill of Rights, does require a fair hearing for students subjected to discipline, punishment, suspension or expulsion. Problem is the instructor may suspect use of online searches even if you didn't go online, as everyone is doing it. They suspect everyone. Your instructor gave you some nearly unworkable instructions, as to avoiding going online. if s/he downgrades you, exhaust all administrative remedies, appeals, within the school, before threatening or seeking legal action, retaining an attorney.
