Feudalism is an example of political decentralization because there were many land owning nobles that ruled over fiefdoms. They each had relative amounts of power that generally correlated with the size of their lands. Instead of power being centralized to one body, it was a hierachal system of nobility. Before the unification of "kingdoms" there was very little, if any, concept of statism during the feudal period of Mediaeval Europe.
