The first thing to recognize is that the statement (question) is not complete.
We might assume that the question asks to determine the concentration of the NaOH solution used, but then a volume of the titrant would be needed.
In principle, one could titrate the KHP solution with NaOH powder, if available (using NaOH flakes would be difficult to get an accurate endpoint).
