I'm pretty certain you need to use the Nernst equation, but since I am having great difficulty understanding your line notation, I am unable to help. It seems like you are notating Zn as both the anode and the cathode, and you have Zn(s) represented 4 times? Also, what is 21.0 mV? I just can't follow your description of the cell.
Also, a single line separates the pole from the solution and a double line represents the salt bridge, such as
Zn(s) | Zn2+(aq.0.200M) || Zn2+(aq. ? M) | Zn(s)
