We're given that we start with 23 mol of NH3. We also know from our equation that whenever 2 moles of NH3 are consumed we create 3 moles of H2O (assuming there's enough CuO available).
There are a few ways you can do/think about this, but I think the easiest is dimensional analysis.
23 mol of NH3 x (3 mol of H2O/2 mol of NH3) = 34.5 mol of H2O created
