If by 64 mg-N/L of KNO3, you mean a solution of KNO3 that will give you 64 mg nitrogen per liter of solution, then you would calculate the mg of KNO3 needed by
Molecular mass KNO3 / Molecular mass N x 64 mg N = mg of KNO3 to be used to make 1 liter of solution.
From this most concentrated solution, dilute a portion in half to get the 32 mg-N/L and so on until you have all the solutions you need.
