If MgO is the limiting reagent:
10 g MgO * (1 mol MgO / 40.3044 g) * (1 mol MgCl2 / 1 mol MgO) = 0.248 mol MgCl2
If HCl is the limiting reagent:
10 g HCl * (1 mol HCl / 36.458 g) * (1 mol MgCl2 / 2 mol HCl) = 0.137 mol MgCl2
0.137 mol is less than 0.248 mol, therefore HCl is the limiting reagent.
