Hey maybe I can provide a little insight, when it comes to dissolving substances, it is important to remember that "like dissolves like". This is why oil can mix with similar oils (hydrocarbon chains), but oil and water don't mix (the solvent is polar, where as the oil is non polar).
So for baking soda or sodium bi carbonate, you are going to see that it dissolves well in *warm* water to get both sodium and bicarbonate because its chemical properties (aka structure and polarity do not prevent this reaction from occurring).
But here is my main point with why this likely isn't going to work in terms of *only* using baking soda and water, eventually the solid will precipitate out of the solution when its sitting there. This mixture is good for drinking to make you burp but if you are planning on having a large container of water and baking soda you're going to have to shake it every time. Baking soda is also going to dry your hands out like crazy!
If you are really set on using this however, I would use only a small amount of water and a larger amount of baking soda to make a paste. When you want to wash your hands I would add water until you get the right consistency
