That's a good question! I would expect you can see all of the planets from the moon (with a good telescope), since it is orbiting the Earth!
The moon has a very slow orbit that keeps the same side facing the Earth at all times, so if you wanted to see planets from the moon, the best time and place would probably be when we can see a full moon from the Earth. The best place would be from the 'dark side' of the moon, since it would be unobstructed by the brightness of the earth. I hope that answer helps!
