I'm going to assume that you mean 37% w/w which is 37% by mass. You can use factor labeling to solve this problem. Start with an extensive variable (How much stuff):
2.00 ml soln(1liter/1000ml)(1.19 kg/liter)(1000g/kg)(37 g HCL/100 g soln)(1 mole/36.46 g HCl) = moles of HCl
I highly recommend that you do % this way, because, though dimensionless overall, they still relate a quantity of one item with the whole in some units. There are per cents by mass, by mole, and by volume. You can only use them properly if you pay attention to the units. It's actually standard to refer to "percent" m/v (horrific really, but solution is dilute and ml of water = gram so it's really a mass percent) which relates the solute to volume of solution.
