So she bought a total of 7 pounds of ground beef.

 

How many 1/4 pound hamburgers are there in 7 pounds?

 

Divide 7 by 1/4, which is 28.

 

Or...  How many 1/4 pound hamburgers are there in 1 pound?  That's easy, it's 4.

 

So if there are 7 pounds, there would be 7 * 4 hamburgers = 28.
