NO2- ⇒ NO3- ox.
ClO3- ⇒ Cl- red.
From the original meaning of the words adding 0 is oxidation and losing O is reduction.
Using Ox. Numbers and the Rules:
NO2- O reacted is -2 (unless a peroxide or OF2). The sum of the oxidation states of the elements is equal to the overall charge: ON + 2(-2) = -1 ON = +3
NO3- (same logic) ON = + 5 (N in nitrate is more oxidized than in nitrite)
Cl- Monatomic ions have the overall charge divided by the number of atoms. Here OCl = -1
ClO3- (same logic as NO3-) OCl=+5 so Cl got reduced going from chlorate to chloride.
