What is the functional difference between the US Senate and the House of Representatives?

Our Congress is divided into the House of Representatives (House) and the Senate, but what makes them different?


Well for one, their purpose. The House represents the people, similar in fashion to the Greeks' direct democracy. And the Senate was modeled to function like the Roman Senate in the days of the Republic. These two bodies respond to their constituencies in different ways that may result in different legislation and priorities.


Secondly, the rules are very different. It is like speaking two different languages. Each chamber establishes its own rules and procedures for how to conduct business. For instance, the House requires a simple majority to pass legislation. However, the Senate largely requires a 60-vote threshold for passing legislation. There is one pathway called 'reconciliation' requiring only 50+1 votes in the Senate but I will hold that for another discussion.


Thirdly, the attitudes and partisanship has historically been more fierce in the House whereas the Senate was described by James Madison as the great "anchor", tethering the nation to its principles enshrined in the Constitution and being considered "the world's most deliberative body". Arguments can be made that due to overall increases in hyperpartisanship, the Senate has seen increased partisanship. That too can be left for another fun lesson- so much to discuss!

Fantastic points! I appreciate the elaboration. However, I take some exception to your point about the US Senate v Roman Senate v House of Lords. The House of Lords was was also partly modeled from the Roman Senate, so I think we are both right in different ways. Although the US Senate takes form after the UK's "upper chamber" the House of Lords, that chamber holds very little power, unlike the US Senate. The US Senate, in spirit, functions more like the Roman Senate which held significant power and prestige.
