I am typing out the solution as I am unable to film a video with my iPad.
The arrows determine movement of electrons. The first step would see the curved arrow start at the bond of the H-F molecule going to the fluorine. This produces a hydrogen ion and a fluorine ion. The fluorine ion would then point to the Sb atom as it binds to the central atom. The Sb atom has d orbitals that can hold the extra electrons.
