Correct. The volume of the balloon will decrease, as according to the Ideal Gas Law, PV=nRT, with a constant pressure on the balloon, the absolute temperature is proportional to the volume. In other words, the higher the temperature, the greater the volume. The lower the temperature, the lesser the volume. At zero degrees, the balloon will shrink.
