A percent error in the pH meter affects the pH reading directly. The buffer affects the pH through the log of the concentration which will have an error proportional to the percent error in the acetate added (by mass). Also, the point of the buffer is to act in a region where pH is kept steady by the equilibrium of the acid/base pair - therefore the pH is not sensitive to small errors in the balance.
