This is a polar covalent bond. The electrons are spending more time near Oxygen because Oxygen is more electronegative when compared to Carbon. It's polar covalent. There is a dipole where one part of the molecule has more of a partial negative charge, near the Oxygen, while the other part of the molecule, near the Carbon is more electropositive.
