Think about what concentration (such as molarity) represents. It represents tha amount of HCl present in a certain volume of solution. When you dilute, you still have the same total amount of HCl in the product, just spread out into a larger volume. With such a dilute starting mix, you may assume that volumes are additive, exactly. Thus, concentration is inversely proportional to volume. You do know what inversely proportional means? You take it from there!
