The equivalence point in a titration is defined as that point where the moles of NaOH equals the moles of acetic acid (vinegar). Vinegar is a dilute solution of acetic acid, CH3COOH. The titration looks like this...
CH3COOH + NaOH ==? CH3COONa + H2O
The mole ratio is 1:1 so as soon as the moles of NaOH is the same as the moles of CH3COOH, you have reached the equivalence point and all the CH3COOH and all of the NaOH is converted to CH3COONa and H2O. Does that answer your question?
