Chemical Equilibrium occurs when the rate of the forward reaction equals the rate of the backward reaction. It is called "dynamic" because the reactions are happening, but there is no net concentration change of any species. Equilibria can change quickly if conditions or the concentrations change because this causes an imbalance of the forward and backward reactions which resolve to a new equilibrium.
