C'mon, Halie L.!, you are given the rate law expression, with exponents, and four sets of data. Solve each set, using the given rate law, to obtain 4 values for k. Then do scientific treatment: calculate the mean, and sample deviation for those values. Note 2 things: your instructor could just have given you the 4 sets of data, and unknown exponents in the rate law -- but that's 4 independent assortments of the concentrations, so you could solve that! But you probably wouldn't get exact integral values for the exponents, due to rounding or errors in the rate data. (These problems are usually constructed so that you can scan and sequentially solve just by eye).
For (b), you simply need units to convert what the right side of the equation gives : k * M7 (add 'em up, if you don't believe me!) and the left side is M s-1 . I think you can figure the units ("dimensions", as in "dimensional analysis"!) that you need on k for that.
